About the Ministry

The Ministry of Finance and Economic Management (MFEM) is responsible for managing Vanuatu’s public finances, economic policy, and financial systems in support of sustainable and inclusive national development.

MFEM is mandated to ensure the prudent management of public resources, sound fiscal and economic policy formulation, and effective oversight of government finances in accordance with the Public Finance and Economic Management Act and other relevant legislation.

The Ministry plays a central role in safeguarding fiscal sustainability, supporting economic stability, and promoting transparency, accountability, and good governance across government.

  • Preparation and coordination of the National Budget and medium-term fiscal frameworks
  • Macroeconomic analysis, forecasting, and fiscal policy advice to Government
  • Management of public revenue, taxation, customs, and compliance systems
  • Public debt management, external financing, and investor relations
  • Oversight of public financial management systems, including IFMIS and procurement
  • Monitoring and oversight of State-Owned Enterprises and government investments
  • Coordination of development financing, donor support, and recovery programs
  • Production and dissemination of official economic and financial statistics

Leadership

Deputy Prime Minister & Minister of Finance

The Deputy Prime Minister and Minister of Finance provides overall political leadership and policy direction for MFEM, and is responsible for presenting the National Budget, fiscal strategy, and major financial reforms to Parliament and Cabinet.

Director-General

The Director-General is the chief executive of the Ministry and is responsible for the day-to-day management of MFEM, implementation of government fiscal and economic policies, and coordination across departments and agencies.

Organisational Structure

MFEM is organised into specialised departments and units responsible for budget management, revenue administration, debt and financing, economic policy, public financial management, statistics, and corporate services.

This structure supports coordinated policy development, effective service delivery, and strong oversight of public finances across government.
